Corgis are food-driven, short-legged, and extraordinarily good at looking underfed. This is a dangerous combination. Extra weight lands directly on a long spine that is already carrying more than it should, so the Bureau files this under Structural rather than Behavioral. Measure the food. Count the treats. Ignore the eyes.
